Housing affordability should be pegged to household income rather than market rates, said Alicia Glen, New York's deputy mayor for planning, regeneration and skills.
She also said authorities should "get tough" with developers to prove they "won't go bust" by providing prescribed affrodable housing percentages.
She was speaking to Rebecca Kent at the Centre for London's London Conference.
